Notice of Public Hearing: Albany Budget Review Committee
The Albany Budget Review Committee will hold a public hearing on May 22, 2025, in the Council Chambers of City Hall, 333 Broadalbin Street SW, Albany, to consider public comments on the City’s possible uses of state shared revenues. The meeting will begin immediately after the meeting of the City of Albany Budget Review Committee, which will start at 5:00 p.m.
This is the first of two required public comment opportunities. The second opportunity will be held before City Council on June 11, 2025.

Notice of Finding of No Significant Impact and Notice of Intent to Request a Release of Funds for Linn Benton Housing Authority Valor Place Apartment Project

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Linn Benton Housing Authority in the City of Albany.
Request for Release of Funds
On or about July 12, 2024, the City of Albany will authorize Linn Benton Housing Authority to submit a request to the Department of Housing and Urban Development (HUD) for the release of Veterans Affairs Supportive Housing (VASH) Vouchers under section 8(o)(19) of the US Housing Act of 1937, as modified by the requirements in The 2008 Consolidated Appropriations Act, to undertake a project known as Valor Place Apartments for the purpose of providing housing for low-income veteran residents at 2080 Queen Ave SE in Albany, OR. The project is estimated to be $11 million to complete all phases.
Finding of No Significant Impact
The City of Albany has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) online at albanyoregon.gov/cdbg and on file at Albany Community Development Department, 333 Broadalbin Street SW Albany, Oregon and may be examined or copied weekdays between 8:00 A.M. and 5:00 P.M. and at the main Public Library, 2450 14th Avenue SE and may be examined or copied between 12:00 and 6:00 P.M. Tuesday to Friday and 1:00 to 5:00 P.M. Saturday.

Environmental Certification
The City of Albany certifies to HUD that Mayor Alexander D. Johnson II in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Linn Benton Housing Authority to use Program funds for the Valor Place Apartments project.
Objections to Release of Funds
HUD will accept objections to its release of funds and the City of Albany’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Albany; (b) the City of Albany has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
