The Albany City Council will hold a public hearing on Wednesday, September 23, 2026, at 6:00 p.m. to receive comments on the 2025 Consolidated Annual Performance Evaluation Report (2025 CAPER), the city’s performance administering the City’s Community Development Block Grant (CDBG) programs, amendments to the CDBG participation plan, and community needs that could be addressed by CDBG programs to assist Albany’s low- and moderate-income residents.
The City receives an annual formula grant from the U.S. Department of Housing and Urban Development to support its CDBG Program. During the 2025 program year (FY 2025–26), CDBG funds served more than 1,000 low- and moderate-income residents. Funds supported:
- summer and before- and after-school programs for youth,
- provided ongoing assistance to agencies working to reduce homelessness,
- served seniors and at-risk youth and young adults, and
- improved the livability and sustainability of existing affordable housing.
