NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the City Council of the City of Albany, Oregon (the “City Council”) at 6:00 p.m., or as soon thereafter as the matter may be heard, on January 28, 2026, in the City Council Chambers, City Hall, 333 Broadalbin Street SW, Albany, Oregon 97321, for the purpose of hearing public comment on the reestablishment of the Hospital Facility Authority of the City of Albany, Oregon (the “Authority”) by the City of Albany, Oregon (the “City”), pursuant to Oregon Revised Statutes
Sections 441.525 to 441.595, inclusive (the “Act”).
Upon its reestablishment, the Authority would have the power to issue nonrecourse revenue bonds or other obligations to finance hospital facilities as defined by the Act. The Authority would have no taxing powers and its revenue bonds would be secured solely by revenues pledged by the hospitals and nonprofit adult congregate living facilities receiving the benefit of the revenue bonds. Revenue bonds of the Authority would not be obligations of the City.
The purpose of the public hearing will be to provide a reasonable opportunity for members of the public to express their views, orally or in writing, regarding the reestablishment of the Authority, which was originally created by the City in August 1977. The hearing will be conducted in a manner that provides a reasonable opportunity for persons with differing views to be heard on the question of the reestablishment of the Authority. Written comments may be delivered at the public hearing or mailed to the City Council at the address indicated above.
